Hi berggeist38,
I would say suspender belt.
A garter in English is the frilly extra that is worn over the top of the welt of one of the stockings, and a blue one of these is what is often revealled for photos by a new Bride on her Wedding day.
The reason it is blue is because of an old British traditon that when a lady gets married she has to have with her something old, something new, something borrowed and something blue, its meant to bring good luck in the marriage. 
The garter is also what the girls in the Studniowka pic's reveal in all their pics, and they are all red

In the USA, however, it is called a "garter belt".
I think the correct word is actually "SEXY". |

Hi stockinglover93, if its called a "garter belt" in the USA, what is the little band that is worn over the welt at the top of the stockings called?
Just like they do in the studniowka pics for instance?

Just jumping in here on the discussion if you don't mind. It the USA the band around the stocking as described in the brides blue one is called just "garter." The belt around the waist with the suspenders hanging off it is called "garter belt."
However in my opinion either suspender belt or garter belt is fine..
Going back many years to the 40's and 50's, some women wore garters sometime actual rubber bands to hold up their stockings. They would bring the band up to the top of the stocking and roll it down to wherever they felt comfortable with it. They wore them either because they were more comfortable with them or they couldn't afford "garter belts."
I am happy to say thet the garter belt was more popular till the dreaded pantyhose came out. 
That said, "garter belt," suspender belt," ...................."a rose by any other name.................."I love them all.

If anyones ever wondered we call it "strømpeholder" and "hofteholder" in Norwegian. I just thought u needed to know that since orwegian after all is the worlds most important language. The whole future of Congo depends on us  ( they are suing Norway for the rediculous amount of: 30.000.000.000 pounds! |

These are a couple of examples of just plain "garters" rolled up in the stockings to hold them up.
Not bad looking ladies either.
